I suspect you could say the same with current Zimbabwe, Sri Lankan and Bangladesh test sides. But if they don't play test cricket they won't improve. Actually you might also have said England sides against the west indies in the 80s or Australian sides in the 90s which will answer jdas stat q if nothing more recent does

The tourists then played a one-off 5-day test at Lord's vs England. After what I saw previously, they stood no chance yet England failed to bowl them out. An early indication of how good they actually were. Zimbabwe have come, gone and are now returning to the test arena. Bangladesh and Afghanistan are knocking on the door. It may take a while but there's no reason why Ireland can't do the same even if it takes a few years.
