I think the trend started when the defunct National League started and only 12/18 seem to have kept them. Correct me if I am wring but I remember Surrey Lions/Brown Caps, Durham Dynamos, Somerset Sabres, Glamorgan Dragons, Gloucestershire Gladiators and Middlesex Crusaders. Then there have been some changes: Worcestershire Royals and Yorkshire Phoenix/Carnegie.
