It's an idea from Ron Hill's day I think. I cant' remember the detail but about 5 days before the mara you starve the body of carbohydrate for 2 or 3 days and then carbo load .The body over compensates and stores extra glycogen in the muscles .
It's about the ratio of carb/fat/protein . The reduction in carbs can make you physically tired but that doesn't matter as you are in taper. I think also that the amount consumed should be the same that is normally eaten, just reduce protein/fat% increase carb%
