Yes. Bits falling off or not working is fine as long as they're not crucial bits.

How does assigning people work? Is it random?

Yes, very. I suppose you might be allocated a Fetchie you happen to know very well but it's never happened to me in either giving or receiving.

Last year, we split the list in two so that I was on WKP's half and WKP was on my half. Beyond that, I used the RAND() function in Excel to shuffle the pack until nobody had themselves or a member of their own household to pick for.

I've had some fabulous victims, people I'd have chosen myself.

And some proper buggers who evaporated between putting their names in the hat and Christmas Day. Got a bit scunnered with this and didn't put my name in last year.

Are you in this year? Someone must deserve *socks* ...

Off the last list posted, there are about 3 names I've never heard of at all and abou half a dozen I know the name of but not much more. One of my victims was someone who hardly ever posted in the forum and blogged once every five years or so. Stalking them was brilliant fun :-) (genuinely) but only because I like puzzles!
