If she's following people on the road so as to cause them to fear for their safety I'd have thought the police could section her under S136 It might be what she needs to start getting better.

I wish her the help she clearly needs but meanwhile hope someone can rein her in and stop her harassing you and others. Of course she cannot prevent you walking or running on a public road (and aren't you in Scotland, Yumee, where is no real concept of a private road?) but it also sounds like she doesn't know that. Glad the police are supportice but hope they can be a bit firm with her so she backs off. Meanwhile, cold and still here and I went on a new road (the excitement!). I passed a historic church. The building is new but there has been a chuch here since the beginnings of Christianity in Iceland (c1000AD). Hang on for a pic.
