ION I went outside on my bike, jolly nice it was too. Bit confused when group of 3 cyclist caught up with me, rearranged themselves so I could join them 2 x 2 (a few cm apart). I declined even though it was into the headwind.

The 2m rule is really designed for standing/walking. There is still some risk but it’s low. Travelling at 20mph in the same direction is a higher risk, you’ll be in the rider ahead’s breathed out air very quickly, and breathing deeply yourself for long periods of time.
I’m declining all group rides, I’d do a 10m paceline but not a group ride.
They were waiting at a junction from the main road, so I knew they would be coming up behind me after awhile. When they caught up, they then came past really close (10cm tops) so I said something about backing off, they followed up with the invite. I had to slow down quite a bit to get out of their air - as you rightly point out TRO, overtaking them (and holding it successfully) wasn't really on the cards. Baffling.
