I found only one match for that exact phrase, a quote from a Czech, so in that context I’m going with him not getting the idiom quite right. In terms of safety and risk assessment jargon you quantify hazards by (severity and probability) and risks, not safety. “Very low risk system” would be better.

The first of the three is the best. The second is way too rushed, and may have been clipped out if a longer statement. The third is poor, and doesn't even sound like a native speaker of Norway, IMO.
