As the wearer of a top hat ( Salisburys Town Crier ) I don’t believe you need the brim. It’s more about how snug the internal sweat band is. That can be padded out internally to really tighten the fit BUT then you need to take into account how long you’re going to wear it for. It can be quite headache inducing over time.

Although you can also push down on the top of the hat to make it sit firmly on your head, that might be difficult if it’s too tall, so it might be worth considering keeping a little bit of the brim.
