I thought you were talking about normal swimming shorts (like these: https://www.wiggle.co.uk/swim/jammers?f=300394) I guess it's possible - neoprene will trap air more than polyester I would have thought they might make a small difference, but it should be similar in a wetsuit maybe?

I was surprised that it seemed quite difficult to buy buoyancy neoprene shorts combined with a standard swimsuit top half for women. (Goes off to corner the market in the new product)

I also, I'm sure I saw an advert pop up on FB for a suit, but that could quite possibly have been for a whole different audience using neoprene

I have a tt bike and I'd like to put a water bottle holder on it - I'd like one that sits comes out from under the seat and faces backwards like this . But, what are they called, and does anyone have any recommendations? Thank you in advance.
