Dio - you could use conditional formating to highlight the cells that need changing if that helps. I'd probably use another sheet rather than more columns. Put the source data in one, then the display data in other, with the whole sheet (more or less) set to if(source!a2="", a1,a2), or whatever algorithm/filler you want.
But I'm a big believer in 'keep in simple'

Sort the sheet on that column. Blanks will all be at top (or bottom - can’t default!). Depending on volumes just copy and paste, or search and replace

I did it in the end, there was a lot of manual processes Copy and pasting =B$1 in every cell where there was a value was the most of it.

@Dio - +1 for what @Um says. It also helps for auditing purposes and being able to do checks. For example, there could have been a data entry mistake.
@GregP - in the Developer tab use the Spin Button form control (Developer
Controls
Insert
Form Controls
Spin Button) . You can link the control to a cell easily - Right click the control and Format Control - then in the Control tab enter a cell in the Cell Link field.
Note: If you have chosen the ActiveX controls you will not get the same properties. Make sure it is the Spin Control from the Form Controls

@gregP That is the easiest way.....but if you really wanted to have an Up Arrow above a cell and a Down Arrow below a cell - then suggest you use the Up and Down block arrows in the Insert - Illustrations - Shapes. You'll need to add code to increase or decrease the numbers.
