I don't think a lot of them do it deliberately, it's just ignorance of what space a cyclist needs and a general lack of awareness of things that are not cars. As someone said it needs change from bottom up but that's not a quick thing, if at all.

I was nervous running on the roads when on holiday but they were equally careful and cheerful going round me too. A different attitude.
