I reckon Trump sees Russia as not that big a problem for the US and wants Europe to step up whilst the US attempts to deal with the ever present elephant in the room that is China.

If he worries about China it's only because he has no financial investment in there that he can perceive of increasing in value. Hence they are a threat to "America".

I reckon it works quite well as a short term transaction -
get a peace deal :tick
let Russia appear scary still so Europe spends more on defence saving US money :tick
focus on US biggest trade deficit - China :tick

That's the stuff in plain sight, might also be some back room stuff that only the US and Russia will be privy to.

It's the lack of strategy that is the problem - throwing allies under the bus isn't a good long term plan and relinquishing the influence and leverage that being world cop brought may well be bad in the long run.
