7 hrs I could cope with but my predicted finish time would be after 6 hrs

Just checked the website - it was 6 hours for the roads closed. You needed to get out of Dunham Massey (mile 15ish) before 12.45 which was 13.5mm pace and then after that you'd be able to complete but the roads might not be traffic free.

They didn;t adhere to it though if there were people in the results over 7 hours. They must just make you finish on the pavements. As I remember the last few miles are on a big wide main road so there was plenty of pavement space

It was the same as most races with a cut off they didn't adhere to the cutoff time strictly and there was a bit of leeway but they did sweep up runners who were going to be well over the cutoff onto a bus, this could have been down to safety concerns on the day due to the weather. I know of a a couple of people who were forced to drop out at the 20 and 23 mile point - both would have finished in over 8 hours though I think.
