They were designed to even up the scoring rate across an innings to compensate for the new ball and then a possible run chase towards the end although they hardly seem to get much of a mention in the commentary. Others will have to comment on the TV coverage as I usually don't get to watch it - I can't see it on the screen scorecard, I think you're just supposed to know. They don't seem to have been much of a factor in this World Cup. Other things like the state of the pitch and the timing of the dew fall in the 2nd innnings have had more influence. Australia's fielding has been good so far, that catch to Rohit was great!
