And eg not have crowded indoor/sheltered areas (don’t know what if anything they usually have in the way of facilities). I suspect a lot of runners would happily put up with a rather spartan and minimal affair if it meant the difference between running and not. And not have volunteer children opening water bottles with their sticky fingers and handing them to runners to drink from like at Manchester
