I think because it's a way of doing speed work weekly but differently. At least that's what I was told. Personally I'd take hills over intervals every time.

Yes, hill reps have the same positive effect on your flat run speed as intervals do.
It's a good idea to do hills one week and flat intervals the next etc to keep things fresh and use different muscles.
At least, that's the premise I work to

That makes sense to me, Bint. Mix it up. Hills, intervals, tempo, fartleking, LSRs all have a part to play.
