Turns out JRT keeps attacking her dogs and other people's dogs AND has been reported to the council AND owner was told to keep JRT on a lead. I bet you can guess what I'll be doing today.

If the dog has history, is meant to be on a lead and isn't, then it's not fair on responsible dog owners that she is ignoring her advice/ruling/restriction/whatever it is - also at least if the council already have her on their radar she should be fairly easy for them to track down.....
