All the recent events I've been involved in, we've used WhatsApp groups. It's simpler and more reliable than radios these days.
The only time to consider an alternative would be if there were particular issues with lack of mobile signal.

The cheap(ish) hand- held radios available licence-free can be very useful over short ranges. They’re much less use over several kms and are affected by any obstructions, hills, large buildings, even wet trees. Plus, people aren’t used to using them and it can get messy (from experience).
An alternative, depending on budget etc, would be to contact Raynet. They’re amateur radio operators who can set up and operate radio links for events, like yours, using their own radios and aerials etc.

I've been at races where they have employed 'proper' coms net works - typically a can or 4x4 with an onboard base station with a pump up mast & they supply the handsets which all run through the base station. It's a scaled down version of what the fire or police service would use
No idea how much or who would supply in your area though but it works

Oh yeah, we had Raynet guys at an event once, they were great. Really keen and helpful and flawless comms. Can't remember which event we used them at. I suspect someone had a pal. G
