There are currently 47 runners in our division, many of them on negative points, so it's really crowded there. I've also noticed that the number of divisions has not increased for a long time. Maybe that's the reason why there are more than 20 in a division because there are no lower divisions to which they could be relegated? If the script allowed for creating more divisions, the problem would be sorted.
