They can stop you from taking voluntary redundancy if your role is not at risk. And they can't stop you from taking redundancy if they close your role. Golden rule 1 - redundancy is about posts not people. Golden rule 2 - HR are not your friend in such situations. Their job is to keep the employer out of trouble with the law and the courts, not to ensure that you are treated fairly.
