It seems the fall out from the baggage thingy has seen others purposefully address the issue. I've entered the Tatton Half and recieved the following in an email today.

We will have a marquee with heating in case the weather is cold and wet. The bags will be held in numerical order so that they are easy to retrieve. However as the Car park is close to the start and finish, many of you will prefer the security of your own car.

Perverse as it may sound it might actually work out well for runners in the long run (no pun intended) as organisers are having to react to feedback from other races.
