It depends how widespread the wider redevelopment is. Anything south of the Ship Canal/Docks (e.g. the current site and the adjacent proposed stadium location) is within the remit of Trafford Council; if the wider redevelopment incorporates areas on the the northern side of the canal/docks then Salford City Council will also become involved.

Greater Manchester mayor Andy Burnham welcomed the plans. He said: "If we get this right, the regeneration impact could be bigger and better than London 2012.

"Manchester United could, and indeed should, have the best football stadium in the world.

"To me, that means a stadium that is true to the traditions of the club, affordable to all, with nobody priced out."

Did I not read somewhere though that club grounds cannot exceed the capacity of a national stadium- this would mean either United need to scale down a bit or Wembley would need an upgrade too - what’s Wembley 90,000?

I've not seen anything to that effect, @honestmackem . Some nations don't even have a national stadium though, and who would be charged with enforcing that? Can't imagine that being a thing that would fly internationally.
