one article I read (sorry I have forgotten where but likely it was from either the Guardian or Cricinfo) suggested the match referee is likely to be approve the substitute presented as the goal is to remove the concussed player from further harm. If the referee gets picky about who can replace the concussed player, then teams won't remove that player from the game. This looks particularly bad though, if the 'concussed' player is allowed to play a short time later.
