3M, unless it's a government IT project, in which case you'll be lucky to get 1. Or even the Deliver part.
I assume they fixed the low priority, low complexity issues, as they're the easiest, and left the rest.

At the risk of getting totally sidetracked I'd disagree. I've worked on some multi-million pound projects in huge organisations that have delivered to all 3. The difference being they scope the project properly, set achievable targets, and then proactively manage it. It'll never catch on
