The time limit is because of the partial closure of a busy road at the beginning and the end of the race.

It's a different culture in Europe, or maybe just Spain, I think most races encourage people to be sub-5, and to be fair, if like me you're around 4-hours it can be lonely. The vast majority are sub-4.
