BS - I think I can help you here: You're referring to the fact that you can't install Garmin Communicator, correct?
If you have upgraded to IE 11 (whether voluntarily or not), then you indeed do have a problem and one that's not immediately fixable, as incompatibility between Communicator and IE 11 is a known issue and one that Microsoft/Garmin have yet to address (not sure if that means all variants of Communicator- certainly it affects the latest, is that 4.10.0?).
Until a fix comes, the only answer is to roll back to IE 10 or alternately use a different browser. GC 4.10.0 works fine with Firefox.

Have you tried deleting the corrupt .xml file? I had a similar problem to what you are experiencing on my laptop, this cure suffers a bit in translation but defo fixed it:
" ...... The file GarminDevice.XML was corrupt so I deleted the file, the next pairing renews the corrupt file. I deleted the device folder for my forerunner. and make a hard reset mode button pressed while switch on the device. After this the pairing gives a working GarminDevice.XML.
The file was very short and the software version stated <SoftwareVersion>0</SoftwareVersion> now its <SoftwareVersion>450</SoftwareVersion>.
For our friends who don't speak german and don't want to resell their 310, this is the english traduction of the solution given by german moderator,thanks to him !
1. Remove the file GarminDevice.XML of your computer. It's corrupted (you can read in this file : <SoftwareVersion>0</SoftwareVersion>) Path (windows configurations): C:\Users\%user%\AppData\Roaming\GARMIN\Devices\%31 0XT S/N%\GarminDevice.XML or C:\Documents ans settings\Users\%user%\Application Data\GARMIN\Devices\%310XT S/N%\GarminDevice.XML 2.Switch OFF your 310 XT 3. PRESS and HOLD "MODE" button 4. Switch ON your 310 XT. When question "do you want to erase...", RELEASE "MODE" button 5. Select YES. 310XT resets. You have to adjust all parameters but (in my case at least) activities are still memorized. 6. Open ANT AGENT and start a new coupling (activate coupling mode on 310XT and ANT AGENT). When coupling is done, you can see a new file GarminDevice.XML in GARMIN folder (Software version is now <SoftwareVersion>450</SoftwareVersion>)
For the first time, data are automatically transfered on Garmin Connect. When it's finished, it's possible to adjust parameters (ANT agent) for automatical transfers on Garmin Connect OR/AND Garmin Training Center "

Northern Exile I think that is what has happened. It uploads ok with the ant+ to the training centre but not to fetch. I can however go through the longer process of uploading a fit file to log my training, guess I will just wait till the fix is done. Thanks

BS: The Garmin Communicator plugin is not actually required to upload from the device to a given host (ie. PC/laptop), so if you have paired the 310XT with your ANT+ stick and configured Garmin Connect (or, in your case, the legacy Garmin Training Centre) you should still get reliable data uploads - unless you are experiencing problems with a potentially corrupt .xml file like Fozzy details above.
Your data is permanently stored on your PC and what the Garmin Communicator plugin does is act as a software interface between that and any given web browser (IE, Chrome, Firefox etc), it's when incompatibilities exist between versions - as you have with IE 11 - that you run into problems. Yes, you should still be able to manually upload .fit or .gpx files to FE, but you might find it less of a pain if you were to download Mozilla Firefox or Chrome and then reinstall the Garmin Communicator plugin, because those browsers don't have the same compatibility issues that IE 11 suffers from.

NE, I'm not the best with a computer and have only ever used the browser that's on the pc. I'll leave it a while and see what happens then maybe try one of the other browsers. Thanks.

Chrome is sooper easy to install BS. Just go to normal google home page (www.google.com or www.google.co.uk) and there is always a link somewhere to "Download Chrome". Follow the destructions and you're done. Probably don't even have to restart your computer. If it says "do you want to make Chrome your default browser" say "No" and then you can continue using IE for everything else, but just try Chrome once and see if it helps with GCP and uploading? Just a thunk. :-)G
