Other than humans, most animals don't care where they shit.
It's basic animal instinct.
It's courteous for us to clear dog shit because we share many common spaces with them, but I don't think it should be the law to clear up after them.
As for horse nappies - don't get me started.

Any cat turd I find in my garden gets thrown back into cat owning neighbours on a strict rotational basis as I have caught each of their cats crapping equally.
Horse manure is good and useful.
Cat shit not so.
These cat owners should be shot AND it IS their duty to stop it.
This goes for dog owners and dog shit in the street too.
