Leg length especially short should not impact cadence.
Heart rate training relies on making sure you have the right zones so knowing your max and rhr then using something like Karvonnen formula to set the zones.
Rather than HR maybe just do some cadence drills.

A question if I may since we are talking about bike maintenance and stuff.
I am in the market for a power meter and was thinking about a crank based one maybe 4iiii or Stages, what I'm not sure about is if my bike would be compatible with them, my current setup is a Praxis Alba, the bike is a Specialize allez elite, I've tried searching but couldn't find anything useful.

Any recommendations Gobi? I seriously struggle at anything above 90/95 rpm. I also can’t get the ‘go into a lower gear and spin’ on hills as most of the time I’m already in a low gear and I ain’t going fast enough to spin
