One year we had a bit of a stand off with the rankings, mainly because the pay review (if there was any) was also directly linked to the ranking.
As a management team we collectively ignored the forced distribution directive and told our manager to give us the low scores, since none of us could honestly or ethically rank (we knew what buttons to press to cause concern) any of our employees as 'not meeting targets'.
It somehow got sorted. First as HR desperately tried to explain there was no forced ranking distributions (ha ha) and then as the VP (probably) found some other area to add a few low rankings, so overall it looked OK.
I still got a good ranking. And future years passed without any hitches. Although I could only get away with 1 or 2 'exceptional' rankings. Which normally meant those people were double assessed and marked out as 'talent' for promotion.

I was told I wasn’t allowed to be rated anything above meets expectations as it was linked to pay review and I was considered to be paid too much according to the market.
Stupid system which only serves to disincentivise people by taking away the carrot and then you risk losing huge amounts of knowledge for the sake of a few quid. In the end I handed in my notice and got a belated pay rise as I was then considered a flight risk and too hard to replace!

All that rubbish about forced rankings is why I am no longer a people development manager . (Well, that and the fact that after 4 years they got rid of the roles as a failed experiment!) I was expected throughout the year to have at least 3 people on "Development plans" - i.e. remedial measures, with the further expectation that at least one of those would leave the company (either voluntarily or dismissed as failing.)
After 4 redundancy rounds inside of 5 years, we had already used that as an excuse to weed out the really unsatisfactory people.
What was left were good people, but often slotted into the wrong roles. All a bit of a nightmare.
One month off with "stress" straightened me out a bit, and I came back to a different role where I wasn't expected to punish people for doing their best.
Although knowing how "the system" worked meant I had the confidence to successfully challenge the "Unsatisfactory" rating I got a couple of years later (which oddly, was revised to "Exceeds Expectations" as a result!)

Reading back through the above makes me glad to be part time (aka semi-retired!). And the assumption is that I will be leaving soon, even if no-one is being too explicit! (Roll on the next company restructure.)

Fragile Do Not Bend
In my last job, the way to get a rating above “meeting expectations “ wasn’t to do well at the most important parts of the job but to spend some time faffing around on pointless “window dressing”. Preferably in your own time.
I didn’t give the tiniest shit about improving my rating as I had been there long enough to be earning the top of my pay grade anyway, and the extra effort wasn’t worth the meagre bonus I would get instead of a pay rise - especially as I was part time and knew I’d be leaving soon anyway.

We have a ‘front page’ which sets out our aspirations and objectives and next job ideas. Then performance and potential by boss and his boss although the second boss can now say I agree to the performance section.
Window dressing - very important- some people do fuck all but organise the socials so get a good mark.

I worked out that with my lump sum on leaving and immediate pension I could afford a place in the sun. Problem is I’d need to find a job on the same pay and while they exist I am not yet qualified in anything. Project Management seems obvious.

I spent most of my time meeting expectations, military medium. Always did the job, competent. I CBA'd going the extra mile which as people note was window dressing, being the right sort of person and investing lots of time helicoptering around senior management.
This proved to be of value, as the leaver package offer I eventually took was not available to those on higher grades (too good to let go) or lower grades (can manage them out of the business at lower cost).
