Are drugs not supposed to make you a lot better ?

Russia has had a very poor couple of years, eg at Winter and Summer Olympics, so assuming there is some truth in the allegations, does that worryingly imply that all the other countries are "at it" as well ?

Kenya, Russia,.......who's next ?
