Yes, I am surprised she's not been removed, even if that might seem a trivially token gesture. A self declaration that you probably left and reentered the course at different points should be enough for that.
There is another issue (let's not go there...) around placements in running events, and it does feel like there is an attitude that only the podium places count, everything else is just "also-ran" so gets less importance.

It would to me 😂 I'm assuming not starting in the centre of Milan would make the route quicker as not a load of city twisty turny roads?
