The owner of the bridge did some work a few weeks ago, maybe it was that put it up. Never thought they were dangerous but haven’t used them for a while.

We didn't go up the steps but could see the wooden railing was broken further up and hazard tape flapping about.

I think it’s first and foremost the landowner’s responsibility, the sort of thing that might have happened (but it is of course a complete guess) is that they wanted financial support and the council refused.
