I've looked at the Highway Code (I realise the sign is not a road sign as such) and re: round signs it says: "Signs with red circles are mostly prohibitive. Plates below signs qualify their message." So, I think in that context, the sign still doesn't mean No Dogs as it is qualified by the wording underneath.
