Indeed the tone of their message implies it's by no means certain that it will take place in 2021.

London has offered deferral to April 2021 previously so all hell will break loose if people lose the opportunity to run because they didn't take up the deferral on the basis that it might proceed in October. Looking at VLMs mission/vision/guiding principles etc I don't see them cancelling places for whenever the next event will be. I think broadly, if you had a place in the 40th race you'll get a place when the mass event is next run.
