Maybe they’re going for an older English? For example, the US constitution uses uppercase for nouns as was the practice then. Gulliver's Travels does this, too. Shakespeare, too, in a fairly inconsistent way, to the point where scholarly papers have been published analysing how his pattern of capitalisation changed during his lifetime and the changes in capital latter usage between copies of the same play.
