I think we all know that penalties did not come into effect until the 1970s. The 1966 final would have been replayed.
I did go to a World Cup Quiz a few years' back and the quizmaster said that it would have been a coin toss in the final. This was incorrect as coin tosses and the drawing of lots only took place in the QF and SF.
Don't be fooled by The Goodies episode which suggested that WW2 was won on penalties.

If there had been VAR there would have been no Scotland pen in the WC qualifier vs Wales for 1978 World Cup. Wales would have gone to Argentina.
And our lives would have been so much blander and greyer without ‘Ally’s Army’, the victory parade before they left, Peru, Iran etc to laugh at for 45 years (and counting).

There's lots aren't there.
Forest v Liverpool (1978 League Cup Final Replay) would have gone to extra time as foul was outside the box is another that springs to mind.
Francis Lee would not have had so many penalties for Man City as VAR would have ruled for simulation against Rodney Marsh.
