FA rules state: "The Association will not give permission for players on loan or work experience to play against the lending Club."

Found it - Rule 15 (j) (iv) as you stated above.
Looking elsewhere on the internet, it says a quite a few times that players on season-long loans are eligible to play against the parent club in the FA Cup. I think that Mason Mount did play for Derby against Chelsea a few years' back.
Confusing or simply that the facts are incorrect somewhere. As you said previously, it could be that there is something in the loan agreement that he will not play against Chelsea irrespective of it being a cup competition.
