Yes, that's why I thought you'd like it. However the article did also say this:

So past it, but doesn't make mistakes which is exactly what you need from a game manager QB.

X-post. Probably correct about not risking it. Fits with game manager. That left sideline throw had little risk though. The one down the middle was riskier.

Agree totally SPR. Safe and unflashy doesn’t necessarily mean inefficient.
