So they dutifully put it in a bag and then once they're not being watched, they throw it away because it's disgusting to carry around with them. The people who really don't care won't bother with the bag.

We really don't know that much about how to tackle basic stuff and change behaviours. I think there was a council somewhere which was proposing DNA testing of dog shit to prosecute offenders
