JO - where is LA racing, and what type of racing (Tri, cycling)? I believe the answer is any body that signs up to the WADA code has to uphold the ban.

As far as I tell, he has only been banned from cycling. I don't know whether this affects other sports that sign up to the WADA code.

X-post. If the race is sanctioned by US cycing, I'd expect they would have to enforce the ban unless they or UCI wanted to appeal it.
