In a cryptic there is a literal part and a cryptic part. The literal part will normally be at the start or end of hte clue.
Here the literal part is Charlie, a word for cocaine.
The cryptic is made up as follows (as I parse it):
Chan's odd parts - we want the first and third letters. CA
A moneymaker could be a COINER, but it's a short coiner so we leave off the last letter, to give COINE
We put the odd parts CA into the short moneymaker to get CO(CA)INE
