Issue is that when individuals are continually hunted, these organisations escape scrutiny and/or play the ‘it was a bad apple in the barrel’ card. The net outcome is a few people are cancelled, but nothing changes with these organisations. That's a pretty nice analysis of this. And agree about Rafiq, that he was at pains to change the system not individual people. It was just his parliamentary attendance that ended up listing lots of individuals. It's blatantly clear that the likes of Yorkshire needs a massive change for starters.

The ECB need to take ownership of this and drive the change through the game, but they seem more concerned about covering their own arses. CEO Tom Harrison's appalling and embarrassing appearance in front of the select commission the other day says it all. You only have to look at the ERCB Executive Team to get an idea of the problem.
