Is it pretending not to be UF because it's set in a village? (I'm not very familiar with fantasy as a genre but enjoyed TDIR so want to find out more!)

UF typically has fantasy stuff happening in a ‘real world’ setting. So Potter is fantasy when it’s set at Hogwarts, for example, but UF in Little Whinging.

Rivers of London is unequivocally UF.

I think it pretends not to be because it’s all a bit mystically hyper-real. None of it feels very grounded. Not a criticism, it all seems a bit dream state.

Ooh. One other thing. I listened to bits of it on Audible. The chap does a decent job but the bus conductor is *terrible*.

Ooh. Urbane fantasy is a great idea. Lots of old TV sitcoms spring to mind but no novels have popped in my head so far. Top genre invention skills Dippers :)
