The Royal Navy AC was once a fairly robust organisation, however has fallen into a rather sad state of repair in recent years, largely due to a degree of apathy from serving RN personnel. Today, the RN colours are worn only at track and field events, organised long-distance events are practically unknown.
In theory, RNAC should be administrated by the RN School of Physical Education "HMS Temeraire". The PT branch has a long history of poor administration and disorganisation, so it's not surprising that things are as bad as they are. Compare this to the excellent Army and RAF athletic organisation and the RN had something to be ashamed of.
