Similar technology I guess but without the data analysis of changes in absorption that quantifies SP02 (saturated pressure of oxygen) what tomtom HR monitors detect is a simple colour difference that can be expressed as a wave. still pretty clever though

Is there a correlation between HR/pace at different intensities. In other words, if you know your pace at 77%MHR could you work out your likely pace at 83%MHR.

I'd say yes, SSLHP (just calling you "Horse Piss" seemed a bit rude ;-)).
Or rather, I'd say that using WHR rather than MHR, I had a pretty predictable linear relationship.
